We came here on a Sunday for lunch at around 1:00pm. The entire front portion of the restaurant was empty (it was full when I left, an hour later), and so we got one of the good seats by the window overlooking the park. The service was unacceptably slow. I don't mean the servers-- they were quick and polite and efficient. I just mean that from the moment we placed our order to the moment we received the last dish we ordered took an hour, even though as I mentioned the restaurant was only about 1

We ordered some sushi, some tempura, and some sushi rolls. My guess is that with the rolls, they waited to fill your order until somebody else ordered the same thing and they could make the roll for both of you. I can't otherwise see how it takes an hour to make a damn California roll. 45 minutes in to the meal they came and told me "no this" on the minced tuna roll. Were they out of tuna? Out of knives? No, I'm guessing they just didn't want to make it. And they could have told me that 45 minutes earlier.
Was the food any good? Not particularly. The fish was all pretty bland, the rice was a little overcooked, and the rolling paper was chewy. It wasn't terrible, it just wasn't great. And we ordered the assorted tempura-- I know because I wrote down the number of the dish on the order form-- but what we got was the shrimp tempura.
Incompetence, long waits, and mediocre food. I know Genki downstairs has a long line in front of it on the weekends, but my advice to you is to wait in that line. Because it's going to take you longer to get your food at Totoya, even if you get a seat immediately, and the food's gonna be worse.
